New European regulations on legal guarantees and durability labelling: more consumer rights and promotion of sustainable products.

On 2 October 2025, Commission Implementing Regulation (EU) 2025/1960 was published in the Official Journal of the European Union, establishing the design and content of the new harmonised notice on the legal guarantee of conformity and the harmonised label for the commercial guarantee of durability. This regulation will apply from 27 September 2026.
What changes with this regulation?
The measure is part of the new Sustainable Consumption Act, which introduces two key tools:
- A harmonised durability label, which will make it easy to identify products that offer a commercial durability guarantee from the manufacturer.
- A European repair form, which will facilitate the right to repair and encourage more responsible consumption.
The aim is to empower consumers, improve transparency and stimulate the supply of more durable and sustainable goods on the European market.
The harmonised durability label
The new label must be clearly displayed on the packaging, on the sales shelf or next to the product image online. This will allow consumers to see at a glance which products offer a commercial guarantee of durability exceeding two years, free of charge and covering the entire product.
In Spain, the legal guarantee is already three years, but this new label will serve to highlight products that also come with an additional commitment from the manufacturer regarding their durability.
The label shall include:
- A graphic symbol indicating durability.
- The word ‘GARAN’ recognisable in all EU languages.
- A calendar specifying the duration of the guarantee.
- A QR code, with access to more detailed information on the European portal Your Europe.
The harmonised notice on the legal guarantee of conformity
For its part, the harmonised notice will serve as a mandatory reminder of the legal guarantee of conformity, that is, the consumer’s right to complain if the product does not meet the promised standards.
This notice must be included in all pre-contractual and commercial information, both in physical and online sales, and clearly explain:
- The situations in which this right can be exercised.
- The corrective measures available (repair, replacement, refund, etc.).
- A reference to the fact that, in some Member States, the guarantee may be even more extensive.
A step towards more sustainable consumption
With this new regulation, the European Union is strengthening consumer rights and making it easier to choose more sustainable and durable products, while promoting transparency and confidence in the European single market.
